The Council of Ministers adopted, at todays, 118th session,  held in Sarajevo, individual decisions on the appointment of Nevenka Savić, director of the Directorate for European Integration, as the National IPA Coordinator (IPA) and the appointment of the Minister of Finance and Treasury, and former National IPA Coordinator, Dragan Vrankić, as the Competent Authorising Officer.

Functions of the National IPA Coordinator and the Competent Authorising Officer, are established with the Framework Agreement on rules of cooperation related to the IPA. Since  the Ministry of Finance and Treasury of  BiH and Directorate for European Integration are in charge of establishing the capacity for decentralised management of IPA funds, already established capacities and nature of activities performed in these institutions were taken into account.

The Council of Ministers has agreed on the basis of the proposal for Financing Agreement on between Bosnia and Herzegovina and the Commission of the European Communities related to the National program (Part Two) in 2009. under the Instrument for Pre-Accession Assistance (IPA). Ministry of Finance and Treasury shall provide the proposal to the  BiH Presidency for further procedure, and as the signer was proposed Minister Dragan Vrankić.

The total granting budget is 41,500,000 euro, forf inancing 15 projects in the following areas: political and economic requirements, fulfillment of European standards and support programs. The total value of these projects is 45,606,730.00 euro, BiH institutions have allocated 1,040,554.00 euro, lower levels of government have provided 2,583,436.00 euro,while co-financing grant users is 482,740.00 euro.
